POST Board
Peace Officer Standards and Training Board
The POST Board is made up of lay members, professionals and experts within the law and law enforcement communities. The Board makes decisions on policy and advises POST staff on the day-to-day operation of the unit.

The POST Board meets quarterly from 10:00 am to 12:00 pm on Fridays in March, June, September and December at the Carr Judicial Building, 1300 Broadway, Denver. There is typically an all-day work session held the Thursday before the Board meeting in September. In addition to regular meetings, there are occasionally subcommittees created in response to specific needs, such as determining grant allocations, or appeals by individuals regarding denial or revocation of certification.
Membership openings will be posted on this site, and will be emailed to agencies, academies, and other pertinent groups, depending on type of opening. You may apply for POST Board membership via the Governor's Office of Boards and Commissions. Applications are valid for two years.

- Board Members - Bios - Attorney General Phil Weiser 
 Chair- Colorado Attorney General Phil Weiser was sworn in as the State’s 39th Attorney General on January 8, 2019. Before running for office, Weiser served as the Hatfield Professor of Law and Dean of the University of Colorado Law School, where he founded the Silicon Flatirons Center for Law, Technology, and Entrepreneurship and co-chaired the Colorado Innovation Council. Before his appointment at the Justice Department, Weiser served as a law clerk to Justices Byron R. White and Ruth Bader Ginsburg at the United States Supreme Court. He is the son and grandson of Holocaust survivors and lives in Denver with his wife, Dr. Heidi Wald, and their two children. - Chief George Dingfelder 
 Vice Chair
 Alamosa Police Department- Appointment Date: 10/16/2020 
 Chief Dingfelder was raised on a ranch in southeastern Montana. After graduating high school, he immediately joined the U.S. Army and worked as a military police officer for more than six years. During his career, Chief Dingfelder was in Alabama, Georgia and Korea. He finished his service at Ft. Carson and in 1995 was hired by the Colorado State Patrol (CSP). The same year, Chief Dingfelder completed the CSP Academy and was assigned to the city of Monte Vista as his first duty station. In 2020 he was appointed as the Chief of Police for the City of Monte Vista. In May of 2025 he was appointed as the Chief of Police for the City of Alamosa. Chief Dingfelder received his degrees from Northwestern University’s School of Police Staff and Command in 2008 and the FBI National Academy in 2019. Besides making a difference in the community, Chief Dingfelder enjoys spending time with his wife Stephanie and their two children.- Donald Addy 
 Public Member- Appointment Date: 09/29/2021 
 Mr. Addy had a company that built shooting ranges for military facilities, along with law enforcement facilities all across the US. He has worked extensively with El Paso and Teller County law enforcement agencies on various projects. In addition to the POST Board, Mr. Addy serves as the Chairman of the Pikes Peak Crime Stoppers. Some of his hobbies include golf, skeet shooting, and volunteer work for the Colorado Springs Police Department, and military members and their families.- Mark Beckett 
 Steamboat Springs Police Department- Appointment Date: 06/30/2024 
 Chief Beckett was hired as the Chief of Police for the City of Steamboat in September of 2023. He comes to Colorado from Arizona after being hired in 2022 as the Patrol Operations Commander of the Steamboat Springs Police Department. He began his law enforcement career as a Patrol Officer in 2002 for the City of Mesa, Arizona. He promoted through the ranks and served in a variety of positions including Detective (Gang Unit and Career Criminal Squad), Patrol Sergeant, Gang Unit Sergeant, and FBI Safe Trails Task Force Officer. Chief Beckett is a champion of mental wellness and helped develop a more robust mental wellness program in the Mesa Police Special Operations Division. In his spare time, he enjoys spending time with his wife and two children, skiing, hiking, and pretty much anything outdoors, and is an outspoken advocate of community mental health and suicide prevention.- Ashley Beck 
 Public Member- Appointment Date: 08/21/2018 
 Ms. Beck is a Colorado native. She graduated from the University of Portland (OR) with a B.A. degree in Political Science and Spanish. After completing an externship in the U.S. Senate in Washington D.C., Ms. Beck moved abroad and taught at a bilingual school in Spain for two years. She spent a month trekking over 520 miles across Spain on the Camino de Santiago. Upon her return to the U.S., Ms. Beck obtained her law degree (J.D.) from the University of Colorado Law School. She has worked as a Deputy District Attorney at the Denver District Attorney’s Office since 2013, having held positions in county court, drug court unit, juvenile unit, district court, family violence unit, and most recently, the intake unit. When not at work, Ms. Beck enjoys spending time outdoors running and hiking, training her dog Toby, travelling, and volunteering as a member of her neighborhood home improvement association.- Chief Gregory Daly 
 Avon Police Department- Appointment Date: 10/16/2020 
 Chief Daly was born and raised in Ireland, where he graduated from the University College Dublin with an Honors degree in Financial Services. Chief Daly decided to move to Colorado in 1994 and then attended the CLETA police academy. Shortly after, he worked for some time at the Eagle County Sheriff’s Office. Since 2002 Chief Daly filled various roles as a Patrol Deputy, a Field Training Officer, a SWAT Team Operator, a Fitness Coordinator, a Defensive Tactics Instructor and as a Patrol Sergeant. He joined Avon Police Department in 2008 as a Police Lieutenant and was subsequently promoted to the Chief of Police in 2016. Chief Daly is married and a proud father to a boy and a girl.- Laura Daniels 
 Public Member- Appointment Date: 09/29/2021 
 Ms. Daniels was a school teacher and continues to work in the school district as a cross-country coach. She is currently Chairwoman of the Gunnison County Planning Commission and the Development & Marketing Director at Crested Butte Nordic. Ms. Daniels passion for law enforcement and desire to serve on the POST Board comes with a personal insight since her husband has worked as a police officer in Crested Butte for the past 17 years. Like many Coloradans, Ms. Daniels enjoys skiing, biking, and exploring the beautiful natural landscapes of our state.- Deputy Marshal Rachel DeFrancesco 
 Town of Ridgway Marshal's Office- Appointment Date: 09/29/2021 
 Deputy DeFrancesco spent 22 years with the Larimer County Sheriff’s Office, retiring as a Lieutenant and is a graduate from Northwestern University’s School of Police Staff and Command. While at the Larimer County Sheriff’s Office, she developed new methods of interacting with high-risk populations in the detention facility, reducing violence and other non-compliant behaviors through the development of positive staff interaction models with confined people. Deputy DeFrancesco is a veteran of the U.S. Army and U.S. Air Force. Deputy DeFrancesco is currently a patrol officer at the Ridgway Marshal’s Office. Deputy DeFrancesco is a former member and Chairperson of the ACT SME. POST is honored to welcome her as the first transgender woman of color to be appointed to the Board.- Sharletta C. Evans 
 Public Member- Appointment Date: 9/29/2021 
 Ms. Evans is a survivor family member, who lost her three-year-old son, Casson Xavier Evans, to a drive-by shooting as a result of gang violence 25 years ago. Ms. Evans has been a Colorado resident for 42 years. She has dedicated her life's passion to restorative justice facilitation, juvenile advocacy, lobbying, and legislative work to the cause of juvenile justice and survivor family members. Ms. Evans focuses on the Black and brown communities and is a firm believer in safety, equality and fair sentencing. She is currently enrolled at the Community College of Aurora with a major in Psychology, furthering her knowledge to best serve those with the greater need.- Executive Director Stan Hilkey 
 Department of Public Safety- Appointment Date: 09/12/2014 
 Executive Director Hilkey is a Colorado native and has been POST-certified since 1986. He served 28 years in the Mesa County Sheriff’s Office, where he was the elected Sheriff of Mesa County for 11 years. Executive Director Hilkey was appointed to the Colorado Department of Public Safety in 2014 and was reappointed in 2019. In addition to the POST Board and various work groups, Executive Director Hilkey serves as Chair of the Commission on Crime and Juvenile Justice, Chair of the Colorado Fire Commission, Chair of the Homeland Security Advisors Council, Board Member of Rocky Mountain High Intensity Drug Trafficking Area. Under his leadership, the Colorado Department of Public Safety has played a critical, lifesaving role in the state's response to the pandemic, the largest wildfires, and historic civil unrest. On a personal level, Executive Director Hilkey enjoys fishing and exploring the great outdoors on his motorcycle.- Chief David Krouse 
 Fruita Police Department- Appointment Date: 02/24/2023 
 Chief David Krouse has almost 30 years of law enforcement experience and currently serves as the police chief in Fruita, on Colorado’s western slope. Throughout his career with both the Fruita and Grand Junction Police Departments, Chief Krouse has held positions as a patrol officer, hostage negotiator, crime prevention officer, and public information officer. He supervised several patrol teams before being assigned to the Professional Standards Unit where he worked internal affairs, training, and recruitment and hiring. He also served as the department’s liaison to the local police academy and as the regional coordinator of Crisis Intervention Teams (CIT), facilitating its implementation in the region. Chief Krouse holds several instructor certifications including firearms, defensive tactics, law enforcement driving, crisis intervention, anti-biased policing, and ethics, as well as a Bachelor of Science degree in Sociology/Criminology from Colorado State University – Pueblo, and a Master of Arts degree in Psychology from Northcentral University. Chief Krouse is currently enrolled in the Master of Science in Military and Emergency Responder Psychology at Colorado State University – Global. He is also an adjunct instructor in the criminal justice program at Colorado Mesa University and serves on several policing committees and boards in Colorado. Chief Krouse is committed to promoting and enhancing mental health for first responders, military personnel, and veterans – serving those who serve. Outside of work and school, Chief Krouse most enjoys spending time with his grandchildren.- Sheriff David Lucero 
 Pueblo County Sheriff's Office- Appointment Date: 02/24/2023 
 Sheriff David Lucero began his career in public service at age 17 upon swearing in to the Army National Guard in his native New Mexico. He joined law enforcement in 2000 with the Lamar (Co.) Police Department. Sheriff Lucero was hired with the Pueblo County Sheriff’s Office in 2004, and in his 19-year career there has worked in multiple roles from Patrol Deputy to Undersheriff. On October 18, 2022, Sheriff Lucero was sworn in as the 38th Sheriff of Pueblo County. Sheriff Lucero is a graduate of the FBI National Academy Session 271 and the FBI Rocky Mountain Command College. He is a graduate of Colorado State University-Pueblo and graduated with a Master of Public Safety from the University of Virginia in May 2022. Sheriff Lucero has served as vice president and president of the Colorado Jail Association and a Technical Resource Provider for the U.S. Department of Justice, National Institute of Corrections. Sheriff Lucero also services as a Special Deputy U.S. Marshal assigned to the U.S. Marshals Colorado Violent Offender Task Force. In January 2023, Governor Polis appointed Sheriff Lucero to the Natural Medicine Advisory Board, which advises the Department of Regulatory Agencies on the implementation of the regulated natural medicine access program. He is the representative of past criminal justice reform in Colorado.- Sheriff David Martin 
 Morgan County Sheriff's Office- Appointment Date: 09/16/2021 
 Sheriff Martin has been in law enforcement for 36 years and has worked in many roles for Morgan County since 1986. He has taught firearms, patrol procedures, and criminal investigation at his local community college. In addition to his duties as County Sheriff; Sheriff Martin serves on the Board of Directors for the Centennial Mental Health Center and leads the Northeast Chiefs and Sheriffs meeting group, increasing cooperation and networking throughout the region.- SAC Mark Michalek 
 FBI Denver Field Office- Appointment Date: 03/08/2023 
 Mark Michalek is the Special Agent in Charge of the Denver Field Office of the Federal Bureau of Investigation which covers both Colorado and Wyoming. Mr. Michalek began his career with the FBI as a Special Agent in 2005 where he was assigned to the Houston Field Office to work violent crime. In 2014, he promoted to Supervisory Special Agent and transferred to the Violent Crime Unit of the Criminal Investigative Division at FBI Headquarters where he oversaw the FBI’s Ten Most Wanted Fugitive Program. He returned to the Houston office in 2016 where he led the public corruption squad. In 2020, Mr. Michalek was appointed as an Assistant Special Agent in Charge of the San Diego Field Office before he promoted to Section Chief of the Employee Health and Performance Section in the Human Resources Division at Headquarters. Prior to joining the FBI, Mr. Michalek served as a commissioned officer in the U.S. Air Force. Today, he still enjoys flying as well as running.- Scott Levin 
 Public Member- Appointment Date: 09/29/2021 
 Mr. Levin is the Special Advisor to the President of DePaul University on Jewish Engagement. He retired at the end of 2024 as the Director of the Mountain States Region of the Anti-Defamation League (ADL). Mr. Levin held that position for 14 years. While at ADL, he oversaw bias motivated hate crimes training of law enforcement officers and prosecutors, and regularly spoke to the media, community groups, legislative committees, schools, and religious communities about civil rights, civic engagement, hate crimes, equality, diversity, and education issues. Prior to his role at ADL, he spent nearly three decades as a successful trial attorney. Mr. Levin has been the chair and/or served on the board of several nonprofit organizations including Rose Community Foundation, JEWISHcolorado, Temple Emanuel, and Metropolitan State University Foundation. He is the recipient of a number of awards, including Interfaith Alliance of Colorado's Force for Good Award, Newsed Community Development Corporation's Civil Rights Award, and ADL's Torch of Liberty and Champions of Justice Awards.- Sheriff Justin Perry 
 Ouray County Sheriff's Office- Appointment Date: 07/01/2024 
 Sheriff Perry grew up on the Western Slope and attended Fruita Monument High School, he graduated from Colorado Technical University with a degree in Criminal Justice and later with a graduate degree from the same university in Criminal Justice as well. He is bilingual and fluent in Spanish. In 2002 he began his law enforcement career with the Montrose Police Department where he worked until 2013 when he was appointed the Chief of Police for the City of Ouray. In 2017 he achieved the Law Enforcement Executive Certification while also serving as the interim City Administrator for the first time. He stepped in as the interim City Administrator again from January 2019 to April 2020 along with his duties as Chief of Police. In 2020 he was elected Ouray County Sheriff. Throughout his career he has created many programs and teams including the creation and implementation of Backcountry Community Policing program for Ouray County, Ouray County Sexual Assault Response Team, and Ouray’s County Sheriff’s Office Community Advisory Committee, to name a few. He has been the recipient of two Lifesaving awards, three Police Merit awards, five Chief’s Unit citations, and ten official commendations.- Sheriff Aaron Shiplett 
 Baca County Sheriff's Office- Appointment Date: 07.01.2024 
 Sheriff Shiplett grew up in Baca County and is a proud graduate of Springfield High School. He attended Fort Lewis College, returning home to begin his career in law enforcement. In 1999 he was hired by the Springfield Police Department, and in 2019 became the Sheriff of Baca County. Some of Sheriff Shiplett’s highlights and accomplishments throughout his career include memberships on the 15th Judicial District Community Corrections Board, CSOC Legislative Committee, and recognition by the Colorado Cattleman’s Association as the 2024 Law Enforcement Officer of the Year. During his spare time, he is an avid cook and outdoorsman, enjoying hunting, fishing, and hiking. He is an amateur carpenter, and appreciates gardening with his wife, Kim, and spending time with their four adult children.- Jessica Shouse 
 Public Member- Appointment Date: 07/01/2024 
 Jessica is a long-time Colorado resident attending high school in Littleton, graduating with a Psychology/Sociology degree from University of Northern Colorado, and received a post graduate degree from Capella University for Human Services with an emphasis in Non-Profit Management and Leadership. Jessica served as a member of the HB21-1122 Commission on Improving First Responder Interactions with People with Disabilities and ensuring the disability community has a voice at the table. She played an integral role in developing many of the materials and resources put out by the Commission. Jessica is currently the Director of Tean & Young Adult Advocacy for The Arc-Jefferson, Clear Creek and Gilpin Counties. Her professional experience of over 15 years as an advocate for individuals with Intellectual and Developmental Disabilities and her collaborative work to date with law enforcement agencies across the state will be a valued voice at a non-law enforcement member on the POST Board.- Sheriff Sean Smith 
 La Plata County Sheriff's Office- Appointment Date: 02/24/2023 
 Sheriff Smith is the son of a retired Phoenix police officer and a U.S Army Veteran of Operation Desert Shield/Storm. Sheriff Smith has served in law enforcement for 25 years and is currently in his 9th year as the La Plata County Sheriff. Sheriff Smith has used his experience in corrections and social work to transform his agency into a service first organization with strong community partnerships. The Governor and Director of Public Safety have appointed Sheriff Smith to serve on several statewide boards and commissions. In 2021, Senator Bennet and Senator Hickenlooper nominated Sheriff Smith as one of three candidates for United States Marshal District of Colorado. Sheriff Smith earned a Bachelor Degree in Public Safety Administration from Grand Canyon University. Sheriff Smith resides in La Plata County with his wife of 30 years, Traci. They have three adult children and one beautiful granddaughter so far. Sheriff Smith enjoys spending time with family, traveling and he is a ski bike enthusiast.- Chief Jeff Swoboda 
 Fort Collins Police Services- Appointment Date: 09/07/2022 
 Chief of Police Jeffrey Swoboda has served with Fort Collins Police Services since June 2018. Prior to Fort Collins, he was with the Elgin Police Department in Illinois for 26 years, 8 of those as Chief of Police. Chief Swoboda has a Bachelor of Arts Degree in Criminal Justice from Aurora University, Aurora, Illinois and a Master of Arts Degree in Law Enforcement and Justice Administration from Western Illinois University. He has an Executive Certificate in Public Leadership from Harvard Kennedy School; the Law Enforcement Executive Development Program - FBI; the Police Executive Leadership Forum - Senior Management Institute for Police (PERFSMIP); the FBI National Academy (FBINA); the Executive Integral Leadership Program - University of Notre Dame; and The School of Police Staff and Command - Northwestern University. Chief Swoboda is a member of the International Association of Chiefs of Police, the Police Executive Research Forum, and the Colorado Chiefs of Police Association. Chief Swoboda and his wife Laura enjoy travelling and all outdoor activities especially hiking and bicycle riding.- Chief Ron Thomas 
 Denver Police Department- Appointment Date 05/10/2024 
 Chief Thomas has a degree in Criminal Justice and attended the Naval Postgraduate School – Executive Leaders Program Cohort #1901 in 2019-20. He is also a graduate of the Northwestern University, School of Police Staff, and Command. In 2011 he graduated from the FBI National Academy, and most recently in 2024 the FBI National Executive Institute. He has been with the Denver Police Department since 1989 working his way up through the ranks from Patrol Officer to Chief of Police when he was appointed this position in September of 2022. As a member of the National Organization of Black Law Enforcement Executives (Colorado Chapter) Charter Member, Denver Black Police Officers’ Organization (Past President), Colorado Regional Community Policing Institute, and Denver Police Athletic League Board Member, he brings to the POST Board a wealth of institutional knowledge in law enforcement and perspectives from a larger police agency.

- PLEASE NOTE: Due to construction at the Ralph L. Carr Judicial Center, meeting locations may vary and can be found on the website calendar entry. - POST Board meetings take place from 10 a.m. to 12 p.m., unless otherwise noted. SME committees meet from 8 a.m. to 10 a.m., immediately prior to the Board meeting. 
 The Judicial Center is a secure facility. All visitors must go through security when entering, and you must have a valid picture ID with you. Please enter the building at 13th and Broadway. The building opens to the public at 7:30 am. Please do not request early admission.
 The first and second floors are public and, unless you have a weapon, you need not sign in. If you are armed, you will be escorted to the reception desk where you will sign in and receive a badge indicating that you are armed. There are no weapons allowed at any time on the Court side of the building and there are no weapons lockers available on site.
